How this is calculated

The headline number is simply the number of additional external seats multiplied by Atlassian’s published per-user rate for your plan and billing cycle. The annual figure is that monthly rate × 12, shown as a yearly total — Atlassian may invoice an annual plan as a single upfront charge rather than twelve payments.

On the Free plan, seats cost nothing until the site’s total user count passes 10. Past that, the whole site has to move to a paid plan, so the calculator estimates that jump using Standard’s rate for every user on the site, not just the new ones.

Caveats worth knowing
  • Rates are Atlassian’s entry-level list prices, published for sites up to 100 users. Larger sites and negotiated or annual deals can get volume pricing that steps down further — this estimate may run a little high once a site is well past 100 users.
  • Billed monthly costs more per seat than billed annually. Switch the billing toggle to compare — the difference is real money over a year.
  • Prices exclude tax. Currency conversion, negotiated discounts, and any add-ons or Marketplace apps aren’t included either.
  • Atlassian bills on the highest seat count reached during a billing cycle, so removing a seat mid-cycle doesn’t reduce that cycle’s bill.
  • Enterprise has no public per-seat price, so no cost is estimated for it here — contact Atlassian sales for a quote.

Questions

Do people who only need to view issues need a full Jira license?
Yes. Jira Cloud doesn't have a discounted view-only seat — anyone who needs to open the product, even just to look at an issue or a board, has to be an active licensed user on the site's plan, billed the same as anyone else.
What counts as a licensed user for billing?
Anyone added to the product who hasn't been deactivated. Atlassian uses Maximum Quantity Billing: your bill is based on the highest number of seats assigned at any point during the billing cycle, not the average.
Why does the Free plan cap out at 10 users?
Atlassian's Free plan is limited to 10 users total across the site. Adding an 11th person — team member or external viewer — requires the whole site to move to a paid plan.
Does the per-seat price stay the same as headcount grows?
No. The rates here are Atlassian's published entry-level list prices, for sites up to 100 users. Larger sites and annual commitments get volume pricing that can step down further — use Atlassian's own calculator for an exact figure at your seat count.
Why is there no price shown for Enterprise?
Enterprise isn't sold at a public per-seat rate. It's quote-based and sold on annual contracts only, so this tool won't invent a number for it — contact Atlassian sales for pricing.
